The first fully digital bundled tender for electricity supplies, carried out by enPORTAL on behalf of Kommunal-GmbH, a subsidiary of Bayerischer Gemeindetag, was a complete success: over 480 Bavarian municipalities took part, 36 bundled tenders were realised and a total of 18,999 purchase points with a volume of 250 GWh of electricity were put out to tender. The response on the market was enormous: 346 requests to participate from suppliers and 257 bids submitted demonstrate the high attractiveness and efficiency of the digital process. Compared to the high energy prices of previous years, considerable cost reductions were achieved - the peak savings compared to the last tender were up to 78 per cent.

Digital processes set new standards in municipal energy management
Especially in times of volatile energy markets and growing demands for efficiency and sustainability, it is clear how important innovative, digital solutions are for the public sector. The enPORTAL platform enables local authorities to organise their energy tenders in a flexible, legally compliant and resource-efficient manner - with measurable success. Thanks to the current tender, energy costs have been significantly reduced compared to previous years - at peak times, price reductions of up to 78 per cent were achieved compared to the last tender. "The results of our first bundled tender speak for themselves: never before have so many municipalities from Bavaria been able to bundle and tender their energy requirements in such a short time and with such high market penetration. This shows how great the demand for digital, efficient solutions is in the public sector," emphasises Clemens Graf von Wedel, Managing Director of enPORTAL GmbH. "We are delighted that our platform not only saves time and money, but also provides a real innovation boost for energy planning in local authorities."

Bavaria as a pioneer in the municipal sector
In January 2025, Kommunal-GmbH, a subsidiary of Bayerischer Gemeindetag, commissioned enPORTAL as a new service provider to carry out energy tenders for its Bavarian municipalities digitally and efficiently from 2026. The aim of this collaboration is to provide Bavarian municipalities with optimal support in overcoming the challenges of the energy market and to offer them an innovative, legally compliant and sustainable solution for their energy tenders.

More efficiency and transparency: how municipalities benefit from the optimised tendering process
The new digital procedure offers local authorities numerous advantages: The fully digitalised handling of tenders significantly speeds up and simplifies processes, resulting in noticeable time and cost savings. At the same time, the central bundling of tenders ensures greater market penetration and better conditions for the energy supply. enPORTAL has tailored the platform specifically to the requirements of public sector clients and made important optimisations in the process - such as an intuitive user interface, automated checking mechanisms to ensure compliance with all legal requirements and integrated energy data management, which enables transparent and efficient management of all relevant data. In addition, local authorities benefit from personalised support from energy experts who accompany and support them throughout the entire tendering process. In this way, enPORTAL sets new standards for digital, legally compliant and sustainable energy tenders in the municipal sector.

Impetus for other public and sector clients
The successful implementation of the first bundled tender is a strong signal to other public clients and sector clients: the digitalisation of energy tenders offers enormous potential - from process optimisation and market transparency to sustainable energy supply.
"Our aim is to set new standards in digital energy management together with our partners. The high level of participation and the positive feedback from the Bavarian municipalities show that we are on the right track. We invite all public clients and sector clients to benefit from these advantages and actively shape the energy transition together with us," continued Clemens Graf von Wedel.
